The argument

Nothing in government buying resembles commercial buying. A contract vehicle, an RFP response, a security authorization or a fiscal year deadline decides the outcome, and enthusiasm decides nothing. Buying process takes the largest share in any pack and intent data is reduced to almost nothing, because public agencies are effectively invisible in commercial intent feeds. Silence for a month is routine, so the going quiet signature is turned down further than anywhere else. The split is the most account-heavy of any pack: individuals do not buy here, offices do.
