The argument

Capital expenditure, regulatory oversight and safety review make this the slowest buying motion outside government. Process carries the second largest share of any pack, and a deal without a named review is not a deal regardless of how positive the conversations are. History is weighted heavily because movement through stages is the only reliable evidence of progress when the calendar runs in quarters rather than weeks. Responsiveness is reduced: a two week gap between replies is normal here and reading it as disengagement would mark most healthy deals as dying. The account split is among the highest, because an individual engineer cannot commit a utility to anything.
